EU–US trade work paused after US Supreme Court ruling
Process in Brief
Committee shadow rapporteurs representing a majority of Members met and agreed to put work on the two Turnberry files on hold until clarity, stability and legal certainty in EU–US trade relations are re-established. Consequently the scheduled votes in committee that were due to take place tomorrow will not take place as planned.
What Is at Stake
The US Supreme Court ruling of 20 February 2026 limits the use of the International Emergency Economic Powers Act, removing what the committee described as a key instrument used by the United States to negotiate and implement the Turnberry Deal. Shadow rapporteurs said the proposed replacement, Section 122, would apply indiscriminately to all countries exporting to the United States and, added on top of the Most Favoured Nation (MFN) rate, would lead to an applied rate exceeding a 15% threshold for imports from the EU, which they said departs from the terms of the Turnberry Deal.
