EU-Mercosur bilateral safeguard clause regulation adopted
Decision
Parliament adopted the provisional agreement implementing the bilateral safeguard clause, recorded as P10_TA(2026)0030, and thereby closed its first reading; the item was considered in plenary on 10 February 2026. An initial vote had been held on 16 December 2025 and the matter had been referred back to the committee responsible for interinstitutional negotiations under Rule 60(4), while a request to vote on the amendments was rejected and the Commission statement was approved.
What Changes
The adopted text provides for a regulation to implement the bilateral safeguard clause applicable to agricultural products under the EU‑Mercosur Partnership Agreement and the EU‑Mercosur Interim Trade Agreement, following the report on COM(2025)0639.
